Adroddiad Cyngor Cymuned Llanbadrig (Mawrth 2017)
Ers yr adroddiad diwethaf yn Llais Cemaes (Hydref 2016!), mae nifer o bethau i’w hadrodd ar ran y Cyngor Cymuned. Yn gyntaf hoffwn longyfarch Mrs Pauline Roberts am gael ei chynnwys ar restr anrhydreddau’r Frenhines am ei gwaith gwirfoddol yn y gymuned. Hoffwn hefyd ddymuno’r gorau i Julia Dobson yn dilyn ei ymddeoliad fel aelod o’r Cyngor.
Mae trafodaethau yn parhau gyda swyddogion Horizon er mwyn sicrhau bod y Cyngor, a’r gymuned yn ymwybodol o’r datblygiadau diweddaraf ar y safle, a bod y cwmni yn ymwybodol o bryderon y gymuned ac yn cael cyfle i ymateb i unrhyw gwestiynnau penodol. Mae’r Cyngor yn cydweithio’n agos gyda Partneriaeth Cynghorau Gogledd Mon (sef chwech o gynghorau tref a cymuned yr ardal) mewn trafodaethau gyda Horizon a hefyd y Grid Cenedlaethol ynglyn a’u peilonnau arfaethiedig.
Mae ddiolch i Mr Eric Torr am ei waith i dreulio drwy hen ddogfennau’r Cyngor i gadarnhau perchnogaeth y Gofeb yn y pentref. Nawr ei fod wedi ei gofrestru bydd posib ceisio am grantiau tuag at ei adnewyddu, gynnal a chadw. Mae grwp o cyn filwyr yn y gymuned wedi datgan y byddent a diddordeb gweithio gyda Cemaes in Bloom ar y gwaith.
Penodwyd ymgymghorydd gan Menter Mon i edrych ar wahanol opsiynnau ar gyfer dyfodol y llyfrgell. Fe gafodd yr adroddiad hwnw ei gyflwyno i’r Cyngor Sir cyn y Nadolig ond gyda’r etholiad yn agosau, ni fydd posib ymgynghori a thrafod ymhellach nes ar ol mis Mai.
Un o’r materion pwysicaf sydd wedi cael llawer o sylw yn ddiweddar yw glendid y traeth. Roedd yr holl aelodau yn siomedig iawn nad oedd unrhywun wedi cysylltu a’r Cyngor Cymuned cyn i’r datganiad gwreiddiol gael ei gyhoeddi yn y papurau newydd. Fodd bynnag, mae’r Cyngor Cymuned wedi cynnal dau gyfarfod cyhoeddus hyd yma er mwyn rhoi cyfle i’r gymuned rannu eu pryderon a gofyn cwestiynnau i’r asiantaethau statudol sydd yn gyfrifol am y traeth sef Cyngor Sir Ynys Mon, Cyfoeth Naturiol Cymru a Dwr Cymru. Mae’r asiantaethau wedi bod yn cwrdd yn fisol gyda’r Cyngor Cymuned ac wedi dod ag amryw o syniadau at y bwrdd cyn cymryd camau positif i ddatrys y broblem. Mae Prifysgol Aberystwyth hefyd ynghlwm a’r prosiect erbyn hyn ac yn arwain ar astudiaeth wedi sicrhau arian gan gronfeydd Ewrop. Mae’r Cyngor Sir wedi cadarnhau y byddent yn cyflogi warden llawn amser ar y traeth i hysbysu ac addysgu pobl beth mae’r arwyddion yn ei feddwl, a beth yw canlyniadau’r profion mwyaf ddiweddar ar y dwr. Yn ogystal a hyn mae Cwmni Cemaes wedi cyflwyno cais am arian gyda cefnogaeth y Cyngor Cymuned a’r Cyngor Sir tuag at prosiectau i ddenu pobl i’r pentref dros y ddau dymor nesaf. Fel Cadeirydd y Cyngor hoffwn ddiolch i bawb sydd wedi bod ynghlwm a’r mater hyd yma am eu parodrwydd i weithio, a hynnu’n gyflym, er budd y pentref. Bydd cyfarfod cyhoeddus arall i’w gynnal Ebrill 3ydd er mwyn rhoi cyfle i’r asiantaethau ddiweddaru’r gymuned o’r datblygiadau diweddaraf.
Mae’r Cyngor yn cydweithio gyda grwp Menter y Pentref i ddatblygu adeilad 10-12 Stryd Fawr. Bydd y Cyngor yn trin a gosod y fflat cyn gynted a phosib, gyda Menter y Pentref yn gweithio i uwchraddio’r siop i wella’r gwasanaeth sydd ar gynnig.
Daw nifer o ganllawiau a nodiadau briffio ynglyn a chydymffurfio a’r cod ymddygiad a datgan diddordeb. Mae archwiliad gan y Pwyllgor Safonnau wedi ei gwblhau ar ddogfennau’r Cyngor ac mae disgwyl adroddiad swyddogol maes o law.
Mae’r Pwylllgor Cyllid wedi bod yn brysur yn gosod y gyllideb ar gyfer y flwyddyn ariannol nesaf, ac mae’r Cyngor Llawen wedi cymeradwyo priseb o £25,500. Mae hyn yn cynnwys costau etholiad (statudol) a’r gost hefyd o gdw mae parcio Lon Glascoed yn rhad ac am ddim.
Yn ogystal a hyn mae’r Cyngor wedi bod yn trin a thrafod nifer o geisiadau cynllunio a materion eraill o fudd i’r gymuned. Llanbadrig Community Council Report (March 2017)
Since the last issue of Cemaes Voice, there are a number of things to report on behalf of the Community Council. Firstly, I would like to congratulate Pauline Roberts on being named on the Queen’s Honours list for her voluntary work in the community. I would also like wish Julia Dobson all the best following her resignation from the Council.
Discussions are ongoing with Horizon’s officers to ensure that the Council and the community is aware of the developments on site, and that the company is aware of the community’s concerns and have an opportunity to answer any relevant questions. The Council is working closely with the North Anglesey Councils Partnership (i.e. the six town and community councils in the area) in discussions with Horizon and also the National Grid with regard to their proposed pylons.
Mr Eric Torr is to be thanked for his work trawling though the old Council documents to evidence the ownership of the Memorial. Now that the Memorial is registered it will be possible to apply for grants towards its refurbishment and maintenance. A group of forces veterans in the village have shown an interest in working with Cemaes in Bloom.
Menter Mon appointed a consultant to look at various options for the future of the library. The report was submitted to the County Council before Christmas, but with the election looming, it will not be possible for consultation or further discussion until after May.
One of the most important issues that has had attention of late is the cleanliness of the beach. All Council members were very disappointed that no-one had contacted the Community Council prior to the statement being made in the newspapers. However, the Community Council have held two public meetings to date in order to give the community the opportunity to voice their concerns and ask questions directly to the statutory organisations responsible for the beach i.e. Anglesey County Council, National Resources Wales and Welsh Water. The agencies have been meeting on a monthly basis with the Community Council and have brought to the table a number of ideas and are taking positive steps to address the issue. Aberystwyth University is also involved with the project and will be leading on a study having secured European funding. The County Council have confirmed that they will employ a full-time warden on the beach to inform and explain what the signage mean and the most recent water quality results. In addition, Cwmni Cemaes have presented an application for funding with the support of the Community Council and County Council towards projects to draw people into the village for the next two seasons. As Chair of the Community Council I would like to thank everyone who has been involved with the matter to date for their willingness to work, and work quickly for the benefit of the village. A public meeting is to be held 3rd April to provide a further opportunity for the agencies to give an update of the latest developments.
The Council are working with the Village Venture to develop the building at 10-12 High Street. The Council will be upgrading and letting the flat as soon as possible, with Village Venture working to upgrade the shop to improve the service already on offer.
A number of guidance and briefing notes have been received regarding adhering to the Code of Conduct and declaring an interest. An audit of the Council’s documents by the Standards Committee has been completed.
The Finance Committee have been busy setting the budget for the next financial year, and the Full Council has approved a precept of £25,500. This includes election costs (statutory) and the cost of keeping Lon Glascoed car park free of charge.
In addition to this, the Council have discussed various planning applications and matters of interest to the community. As there will not be another issue of Cemaes Voice before the election, I would like to take this opportunity to thank all members of the Community Council for their support and dedication over the last four years, and on behalf of the current Councillors I would like to thank you, the community, for your support.

Ers y rhifyn diwethaf o Lais Cemaes, mae nifer o bethau i’w hadrodd ar ran y Cyngor Cymuned. Yn gyntaf rhaid croesawu Gareth Jones yn aelod newydd i’r Cyngor a dymuno’r gorau iddo yn ei rol newydd.

Mae Menter Mon wedi penodi ymgynghorydd i gwblhau adroddiad yn amlinellu opsiynnau posib ar gyfer diogelu dyfodol y llyfrgell. Mae’r Cyngor Sir yn argymell ei gau er mwyn arbed costau. Bydd angen disgwyl am yr adroddiad gorffenedig cyn trafod ymhellach.

Mae’r Cyngor Cymuned wedi brwydro’n galed gyda’r Cyngor Sir er mwyn diogelu Maes Parcio Lon Glascoed fel rhywle i drigolion ac ymwelwyr i’r pentref gael parcio yn rhad ac am ddim. Mae’r Cyngor Sir wedi cytuno peidio a gosod peiriant talu ac arddangos ar yr amod bod y Cyngor Cymuned yn cyfrannu £3000 y flwyddyn tuag at gostau cynnal y cyfleuster.

Mae gwaith i drin a thrafod problemau dwr ym Mynwent y Rhyd wedi ei gwblhau erbyn hyn a hynnu heb gost i’r Cyngor Cymuned gyda ddiolch i Horizon a’r Cynghorwyr Cyngor Sir am gydweithio.

Mabwysiadwyd Cod Ymddygiad Diwygiedig yn unol ag anghenion y Ddedf.

Mae trafodaethau wedi cymryd lle rhwng y Cyngor Cymuned a Dwr Cymru yn dilyn nifer o gwynion am safon a glendid dwr yn yr ardal. Mae’n debyg bod peth gwaith wedi ei gwblhau erbyn hyn a’r problem wedi lleihau. Annogir unrhyw un sydd yn dioddef i gysylltu a llinell gymorth Dwr Cymru am gyngor a cefnogaeth.

Cafwyd trafodaethau a chyfarfod ynglyn a’r goleuadau Nadolig, gobeithir cael goleuadau newydd i’r pentref ar gyfer Nadolig 2016 gyda ddiolch i Gronfa Padrig am eu cefnogaeth.

Nid oedd diweddariad am 10-12 Stryd Fawr na Phont Carrog yn dilyn cyfnod o wyliau dros y Nadolig.
Daw cwyn swyddogol am y sefyllfa yn y fynwent. Cytuno cysylltu eto a’r Cyngor Sir i drafod ar fryder.
Trafodwyd nifer o bwyntiau a phryderon ardal Llanbadrig yn ymwneud a datblygiad Wylfa Newydd.
Cafwyd adroddiad byr gan y pwyllgor cyllid gan nodi bod cyfraniad o £1000 wedi ei glustnodi tuag at Llais Cemaes yn y gyllideb ar gyfer 2016/17. Holl aelodau yn hapus i’w gefnogi. Cytuno byddai priseb y Cyngor ar y flwyddyn ariannol 2016/17 yn £25000 (dim newid o 2015/16).
Nodwyd dau benderfyniad cynllunio ac fe drafodwyd un cais o’r newydd. Trafodwyd ymgynghoriad ar y ffordd o osod tai cymdeithasol a hefyd ymgynghoriad ar gynllun socio-economaidd Magnox.
Croesawyd cynrychiolwyr o Gynghorau Gogledd Mon (Amlwch, Llaneilian, Rhosybol, Cylch y Garn a Mechell) i’r cyfarfod ac fe drafodwyd nifer o bryderon y dalgylch a phrosiectau posib i’r ardal.

Llanbadrig Community Council
Summary – January 2016

A meeting was held on Monday evening January 18th. Seven members were present and one County representative.
The date for interviewing for the available seat was set.
There was no update on the purchase of 10-12 High Street or the footbridge project following the Christmas holiday period.
A formal complaint regarding the cemetery was received and it was agreed to contact the County Council again as a matter of urgency.
A number of concerns and points were raised regarding the development of Wylfa Newydd.
The finance committee gave a short report, noting that a contribution of £1000 had been earmarked for Cemaes Voice in the 2016/17 budget. All members were happy to support. Agreed that the Council precept for 2016/17 be £25000 (as 2015/16).
Two planning decisions were received and one application discussed from new. The consultation on allocating social housing was discussed as was the consultation on the Magnox Socio-Economic policy.
Representatives from North Anglesey Councils (Amlwch, Llaneilian, Mechell, Rhosybol and Cylch y Garn) were welcomed to the meeting and the region’s concerns and possible projects for th area were discussed.
